About CodeZERO
CodeZERO is a transformative three-year initiative to create sustainable, zero-emission last-mile delivery and return solutions for e-commerce. Our mission is to make these solutions attractive and viable for retailers, logistics service providers and consumers.
The convenience of online shopping has created high expectations among consumers for fast, free, and flexible delivery options.
However, this poses a significant challenge for retailers and logistics providers striving to meet these demands while minimising environmental impact. The disconnection between consumer expectations and the realities of delivery logistics needs to be addressed to create a more sustainable e-commerce ecosystem. CodeZERO is innovating, testing and sharing solutions to influence consumer behaviour to choose more sustainable delivery options in four pilot sites: Antwerp, Milan, Oslo, and Utrecht.

The Double Diamond Design model
Discover, Definition, Creation, and Evaluation
To develop a library of mechanisms enabling the co-design in the context of the last-mile deliveries, at first, an extensive literature review on previously adopted stakeholder engagement tools and co-design processes will be performed and implemented in a series of 3 workshops in each of the pilot sites to allow an iterative approach in the co-design exercise with our stakeholders.
The workshops organised in Oslo, Utrecht, Antwerp, and Milan and will involve CodeZERO retailer partners, transport operator partners; local authorities partners, and up to 10 consumers representative of various consumer groups, recruited with the support of our retailer partners.
Workshop 1 will focus on the two first steps of the Double Diamond Design model: discover and definition. In this step, the problem statements calling for new delivery options will be formulated.
Workshop 2 will focus on the creation step where—in addition to the delivery and return options—policy and awareness conditions required for these solutions to work will also be discussed.
Workshop 3 performed after the pilot phase, will evaluate these solutions together with the inputs from the pilots. Once the different co-design workshops have been finalised, lessons learned from this innovative approach applied in the field of urban logistics will be presented and discussed in dedicated events.
CodeZERO will culminate in several key deliverables that will significantly impact sustainable e-commerce logistics.
- CodeZERO Communication Guidelines will provide comprehensive strategies for retailers and logistics providers to effectively promote sustainable delivery options to consumers.
- CodeZERO Delivery and Return Solutions will offer fully developed and tested sustainable delivery and return systems tailored to the e-commerce sector.
- CodeZERO Toolset for Local Authorities will present a practical set of tools and guidelines designed to assist local authorities in crafting and implementing policies for sustainable last-mile delivery.
These results will not only facilitate the adoption of greener delivery practices but also serve as a blueprint for other regions aiming to enhance their sustainable logistics frameworks.
The project will further consolidate the tested solutions through a replication programme engaging 8 replicator retailers and cities. By pioneering these sustainable e-commerce delivery and return solutions, CodeZERO aims to revolutionize the last-mile delivery process, making it more environmentally friendly and efficient, and setting a new standard for the industry.

The CIVITAS EU Project engages a diverse group of public and private partners across four initial pilot sites: Antwerp, Milan, Oslo, and Utrecht.
This collaboration brings together key players from every step of the logistics chain, including prominent commercial partners such as IKEA (Norway and Italy), Jumbo, Torfs, post, So.De, as well as the cities of Antwerp, Oslo, Utrecht, and Milan. To ensure comprehensive and effective project execution, CodeZERO includes strong network and research partners including TRT, TNO, TØI, VUB, and Eurocities.
