D7.4 | Replication Report
This deliverable presents the results of the replication activities conducted within the CodeZERO project to assess the transferability of innovative zero-emission last-mile delivery solutions tested in the Living
Labs of Oslo, Utrecht, Antwerp and Milan. The replication programme engaged eleven European cities and eight private-sector logistics and retail stakeholders in a structured process consisting of study
visits, replication workshops, transferability assessments and the development of replication action plans.
The analysed measures include neighbourhood click-and-collect points, mobile micro-hubs, out-of home delivery and parcel collection solutions, sustainable cargo-bike logistics, and communication
measures encouraging more sustainable consumer choices. Replicators assessed the measures against a common framework covering regulatory conditions, organisational capabilities, stakeholder
engagement, funding, market maturity and governance aspects.
The results show that most measures demonstrate moderate to medium to high replication potential, although their successful transfer depends strongly on local conditions. Key enabling factors include
supportive regulatory frameworks, access to suitable urban space, stakeholder cooperation, political commitment and sufficient delivery density. Major barriers include competition for urban space, limited
market maturity for certain logistics concepts, financing challenges and business-model viability.
The deliverable concludes that sustainable urban logistics solutions cannot be directly copied between cities but require adaptation to local governance structures, mobility policies, market characteristics and
urban form. The findings provide practical guidance for local authorities and logistics operators wishing to accelerate the transition towards zero-emission urban freight and contribute to the development of
the CodeZERO replication toolbox Deliverable 6.3.
